GENTEXT/REMARKS/1. Pass to commanding officers, executive officers, senior
enlisted leaders, administrative officers, personnel officers, command career
counselors, and disbursing officers.  This message targets personnel,
administrative, disbursing, transaction service centers, and regional support
centers regarding current personnel and pay issues for both active and reserve
personnel.
2.  The purpose of this message is Navy Standard Integrated Personnel System
(NSIPS) Software Upgrade Plan - Release 1.4.27.3
Goal: Functional/Maintenance: Correct pay and Statement of Service (SOS) issues,
address defects from consolidation of Navy Enlisted System/Officer Personnel
Information Systems (NES/OPINS)into NSIPS, implement members' Service Group
Life Insurance (SGLI) increase, and complete the implementation of shifting the
function of the Cloud Access Point (CAP) from Data Center and Cloud Hosting
Services (DC2HS) to the Defense Information Systems Agency (DISA) CAP to align
enterprise cloud environment with Department of Defense (DoD) Information
Technology (IT) policies and efficiency initiatives.
  a.  Key date:  April 30 - Software upgrade to production environment (Release
  1.4.27.3).
  b.  Anticipate downtime:  Duration to be determined, dry runs in test
  environment will determine require downtime.
  c.  Delay impact:  NSIPS will not be compliant with SGLI policy changes nor
  align with DoD IT policy and efficiency initiatives.  In addition, software
  corrections to fix sailor pay will be delayed.
  d.  Systems affected: NSIPS, Navy Pay and Personnel System (NP2), Officer
  Promotion Administrative System (OPAS).
  e.  On 30 April 2023, three URLs listed below will be changing.  Please ensure
  you bookmark the new addresses after 30 April.  During the 60 day transition,
  if the old addresses are used, a redirect will push you to the new
  address.  NSIPS will be changing to www.nsips.cloud.navy.mil/my.policy, NP2
  will be changing to www.np2.cloud.navy.mil/my.policy, OPAS will be changing to
  www.opas.cloud.navy.mil/my.policy.
